电信服务贸易壁垒是否抑制了高新技术产品的出口?

摘　　要：随着信息通信技术的发展,电信服务业作为信息通信行业的纽带,其发展会通过产业关联对其下游制造业造成影响,但世界各国为了防止信息泄露等会采取监管措施,形成相应的电信业隐性服务贸易壁垒。在这种情况下,电信服务贸易壁垒会对高新技术产品出口产生影响。本文通过实证分析,探究了电信服务贸易壁垒对高新技术产品出口的影响及其影响机制,结果表明:从整体来看,电信服务贸易壁垒会抑制高新技术产品的出口;从影响路径来看,电信服务贸易壁垒的存在会影响一国的创新效率、服务业开放水平以及人力资本积累,进而影响该国高新技术产品的出口;从门槛模型来看,电信服务贸易壁垒对高新技术产品出口的抑制作用会存在结构性变化。With the development of linformation and communication technology,telecommunication service industry as the link of information and communication industry,its development will affect its downstream manufacturing industry through industrial association,but in order to prevent information leakage and other countries in the world will set up regulatory measures to form the corresponding invisible service trade barriers in the telecommunication industry.In this case,barriers to trade in telecommunications services will have an impact on the export of hightech products.Through empirical analysis,this paper explores the impact of trade barriers in telecommunications services on the export of hightech products and its impact mechanism.The results show that,as a whole,the barriers to trade in telecommunications services inhibit the export of hightech products.From the impact path The existence of barriers to trade in telecommunications services will affect the efficiency of innovation,the level of service opening and human capital,and then the export of hightech products.According to the threshold effect model,there are some structural changes on the negative effect between the barriers to trade in telecommunications services and the export of hightech products.
