摘  要:基于实行最严格水资源管理"三条红线"的有关指标要求,构建了网络流框架模型和数学模型。该模型将水资源工程系统、河流水系分布、水资源优化配置、组织机构管理等融合在一个耦合模型内。在此基础上,以郑州市为实例进行研究,在研究过程中,将郑州市水资源优化配置与管理概化为332个节点、682个连线;同时划分为47个供水单元、103个供水枢纽点、18个配水管理中心、13个地下水开发核心区、16个水库和配套工程设施,以及20处污水处理和再生水开发利用板块,形成了一个完整的水资源开发利用系统。经多次反馈迭代、计算调试,最后得出了郑州市水资源优化配置方案和管理措施。与以往其他方案进行了对比,结果表明:提出的方案大大减少了不同年型条件下的水资源短缺现象。实践也证明,灵活和适应性强的建模工具在不断发展的模型和大数据环境中是非常有用的。Based on related index requirements in implementation of the strictest water resources management of "three red lines",a network framework model and a mathematical model are constructed.The model integrates water resources engineering system, river system distribution, water resources optimal allocation, organization management into a coupled model.Taking Zhengzhou City as an example, the optimal allocation and management of water resources in Zhengzhou City is generalized to 332 nodes and 682 connections, and it is divided into 47 water supply units, 103 water supply hub points, 18 water distribution management centers, 13 groundwater development core areas, 16 reservoirs and supporting engineering facilities, and 20 sewage treatment and reclaimed water development and utilization plates, which forms a complete water resources development and utilization system.Through feedback iterations, calculation and debugging, the optimal allocation scheme and management measures of Zhengzhou City water resources are finally obtained.Compared with other previous schemes, the proposed scheme has greatly reduced the water shortage under different year types.It is proved through practices that flexible and adaptable modeling tools are very useful in background of evolving models and big data.
