略论辩证思维中新发展格局的基本内涵

摘　　要：习近平总书记提出的“三新”,即新发展阶段、新发展理念和新发展格局是党的十九届五中全会《中共中央关于制定国民经济和社会发展第十四个五年规划和二○三五年远景目标的建议》的核心要义。新发展格局是“三新”的落脚点。在辩证思维中,新发展格局作为多样性的统一、许多规定的综合,在形态上,是以新发展理念为指导的发展格局;在空间上,是以国内大循环为主体的,国内国际双循环相互结合、有重点的双循环格局;在时间上,是新发展阶段进一步全面深化改革的发展格局;在追求的结果上,是以人民为中心合乎规律的发展格局;而在过程中,是以安全为底线、以制度为保障的发展格局。The"Three Innovations",namely,a new stage of development,a new theory of development and a new pattern of development,is the core essence of the Recommendation issued at the Fifth Plenary Session of the 19th CPC Central Committee.The new pattern of development is the cornerstone of the"Three Innovations".In dialectical thinking,the new development pattern,as a synthesis of diversity,unity and many regulations,is a development pattern guided by new development concepts in form.In space,it is a circular pattern with the domestic cycle as the main body and the domestic and international double cycles combined with each other.In terms of time,it is the development pattern of further deepening reform comprehensively in the new development stage.In the pursuit of results,it is a people-centered and orderly pattern of development;In the process,security is the bottom line of the system for the protection of the pattern of development.
