新公共服务范式下的地方政府社会治理路径研究

摘　　要：社会治理是直接关系民生、影响社会发展活力的重要活动,部分地方政府多依赖“行政命令”开展社会治理,对大众诉求缺少精准收集和有效反馈,影响了治理成效。在新公共服务范式指引下,地方政府要明确权责,理顺关系,构建党建统领、社会全面参与的全新治理格局。文章以新公共服务范式下的社会治理分析为基础框架,研究了地方社会治理需要解决的问题,并提出了解决路径。Social governance is an important activity directly related to people’s livelihood and the vitality of social development.Traditional local governments rely on“authority”and“administrative order”to carry out social governance,and lack of accurate collection and effective feedback on public demands,which has affected the effectiveness of governance.Under the guidance of the new public service paradigm,local governments should clarify their rights and responsibilities,straighten out the relationship,and build a new governance pattern under the leadership of Party building and full participation of the society.Based on the analysis of social governance under the new public service paradigm,this paper studies the problems that need to be solved in local social governance,and proposes solutions.
