后疫情时代农村闲置宅基地退出问题的反思

摘　　要：农村宅基地大量闲置是中国农村发展中存在的突出问题,是否以退出的方式处理闲置宅基地学术界尚存争议。新形势下,准确认识闲置宅基地退出问题对农村发展和城乡融合具有重要意义。本文通过梳理闲置宅基地退出的学术争议,结合新冠肺炎疫情影响下农村在应对社会紧急突发事件时彰显的巨大价值,反思闲置宅基地退出的必要性、价值实现能力和备受关注原因。基于城乡融合发展视角,提出农村闲置宅基地退出要认清农村闲置宅基地在社会经济发展现阶段的定位,挖掘农村闲置宅基地在城乡融合发展中的潜在价值,发挥农村闲置宅基地区位优势和乡村特色功能,在建立健全城乡融合发展体制机制中不断完善农村宅基地管理制度。A large number of idle rural housing land is a prominent problem in China's rural development.Whether to dispose of idle housing land by withdrawal still remains controversial in the academic circle.Under the new situation,it is of great significance for rural development and urban-rural integration to accurately recognize the exit of idle housing land.By sorting out the academic disputes on the withdrawal of idle housing land,combining with the great value of rural areas in coping with social emergency under the influence of new crown pneumonia,this paper reflected the necessity,value realization ability and cause of concern of the withdrawal of idle housing land.Based on the perspective of urban-rural integration development,it is proposed that the withdrawal of rural idle housing land should clearly recognize the position of rural idle housing land in the current stage of social and economic development,tap the potential value of rural idle housing land in the development of urban-rural integration,flexibly exert the location advantages and rural features of rural idle housing land,improve the management of rural housing land in establishing and the mechanism of urban-rural integration development.
