摘 要:易制毒化学品基层治理是一项基础工作,是易制毒化学品治理的根本。什邡市由于其地理位置、产业格局、监管乏力等原因导致制毒犯罪曾一度猖獗,易制毒化学品治理任务重、难度大。近年来,什邡市面对政府治理与社会治理、科技治理与传统治理、源头治理与过程治理的冲突与矛盾,不断总结易制毒化学品治理经验,形成了源头治理、过程治理、协同治理的基本思路与综合治理、现代治理、立体治理的治理模式。什邡市在未来易制毒化学品治理中,应进一步强化整体观念和全局意识,扩展科技手段和监管功能,细化治理措施和评价标准,为我国毒品治理工作提供宝贵经验。Grass-roots governance is the foundation of the governance of precursor chemicals.Because of its geographical location,industrial structure,and weak supervision,drug production crimes used to be rampant in Shifang city.The task of governing precursor chemicals is heavy and difficult.In recent years,governance experience which has achieved prominent effects has been constantly summed up to cope with the conflicts and contradictions between government governance and social governance,science and technology governance and traditional governance,source governance and process governance.The basic idea of source governance,process governance and collaborative governance has been formed,and the mode of comprehensive governance,modern governance and three-dimensional governance has also been shaped.In the future governance,overall concept and global awareness should be further strengthened,scientific and technological means and supervision functions should be expanded,governance measures and evaluation standards should be refined so as to provide valuable experience for drug governance work in China.
