摘　　要：中缅边境地区,是全省乃至全国禁毒斗争的主阵地。近年来,受国际国内各种复杂因素的影响,缅北境外毒品渗透经普洱、版纳过境向内地贩运情况日益突出,跨国、跨境、跨区贩毒活动增多,禁毒斗争面临新形势和新问题。其形成原因主要是:境外毒品生产加工不断加剧,贩毒过境问题长期存在;制毒物品走私过境不断加剧,化学品管控难度大;境外罂粟替代发展工作经验不足,境内种植毒品原植物的危险依然存在;国际禁毒警务合作深度不够,国内与相关地区禁毒执法合作还需加强。对此,我们应迅速适应毒品犯罪的新变化,从打击与预防两方面全面应对,进一步加大毒品违法犯罪活动的打击力度,实现公安工作的专业化发展,深入推进禁毒工作的社会化进程,不断探索完善治理路径。The border area between China and Myanmar is the main position of Yunnan province and China in the fighting against drugs.In recent years,under the influence of various complicated factors at home and abroad,drug trafficking from northern Myanmar to the mainland via Pu’er city and Banna autonomous prefecture has become increasingly prominent.Transnational,cross-border,and trans-regional drug trafficking activities have increased,and the anti-drug struggle is facing new situation and new problems.The main reasons are as follows:the production and processing of drugs outside the country have been intensified,and the transit problem of drug trafficking has existed for a long time;The smuggling of drugs through the border is increasing,and the control of chemicals is difficult;Lack of experience in alternative development of opium poppy abroad,and the danger of planting narcotic plants in China still exists;International anti-drug police cooperation is not deep enough,and domestic anti-drug law enforcement cooperation with relevant regions needs to be strengthened.Therefore,we should quickly adapt to the new changes in drug-related crimes,make a comprehensive response from combating and preventing,further intensify the crackdown on drug-related crimes,achieve the professional development of public security work,further promote the socialization process of drug control work,and constantly explore and improve the governance.
