摘  要:对449名科研人员和231名行政人员进行问卷调查,对科技成果转化典型地区的30所高校进行访谈,分析科研人员创新创业意愿、实际行动数量,科研与行政人员对政策的感知程度,研究结论为两组矛盾。提出了对策建议,包括加强政策宣传,给科研人员以“定心丸”;引导高校科研院所充分发挥职能,为创新创业提供相应智力支持;推动高校科研院所制定实施细则;建立容错机制,提供法律支撑;拿捏好尺度,制定稳妥、适中的政策。449 scientific researchers and 231 administrators from universities and scientific research institutes were investigated by questionnaire.The interview was conducted with 30 universities in typical regions where scientific and technological achievements were transformed.The number of researchers to innovation,practical action,and the degree of perception of policy were analyzed.The conclusions were summarized as two groups of contradictions,and the countermeasures and suggestions were put forward,such as strengthening the publicity of policies,giving“reassuring pills”to researchers,guiding scientific research institutes to give full play to their functions,providing corresponding intellectual support,promoting scientific research institutes to formulate implementation rules,establishing fault tolerance mechanism to provide legal support,grasping the yardstick and formulate sound and moderate policies and so on.
