体育彩票公益金政策监控面临的困境与监控机制的构建

摘　　要：目前中国体彩公益金发展蒸蒸日上,体彩公益金政策也越来越多,截止到目前中国的体育彩票公益金政策系统已经形成较大的规模,大体上可以涉及中国体育事业的层层面面。体彩公益金政策已经深刻影响到中国群众体育和竞技体育的发展水平和规模,然而在体育强国的指导理念下体彩公益金政策监控机制还是一片空白,对体彩公益金政策的制定、执行、评估、以及终结都没有做到动态的完整监控,新的政策下达旧的政策就废除,根本就是“头痛医头,脚痛医脚”完全没有做到整体的监控。本文通过文献资料法、专家访谈法对体彩公益金政策监控以及相关行业的政策监控进行分析和研究,目的在于了解当前体彩公益金政策监控面临的问题以及建立一个有机的政策监控机制。我国体育彩票公益金政策监控目前面临的困境有:(1)政策监控之间缺乏必要的衔接;(2)监控机构缺乏独立性和权威性;(3)官僚制思想的存在;(4)政策监控主体没有履行好自己的责任。构建监控机制的方法:(1)克服政策监控中的形式主义;(2)建立健全法律体系;(3)政策监控机制的舆论化;(4)不断提高政策监控主体的监督意识。体育彩票公益金政策监控保证体育彩票公益金政策合理开展。At present,the development of China's sports lottery public welfare fund is booming,and there are more and more sports lottery public welfare fund policies.Up to now,China's sports lottery public welfare fund policy system has formed a large scale,which can generally involve all aspects of China's sports.The policy of sports lottery public welfare fund has a profound impact on the development level and scale of mass sports and competitive sports in China.However,under the guidance of sports power,the monitoring mechanism of sports lottery public welfare fund policy is still blank.The formulation,implementation,evaluation and termination of sports lottery public welfare fund policy have not been dynamically and completely monitored.The old policy will be abolished if the new policy is issued it is that“headache cures the head,foot pain cures the foot”does not achieve the overall monitoring completely.This paper analyzes and studies the policy monitoring of sports lottery public welfare fund and the policy monitoring of related industries by the method of literature,aiming to understand the current problems faced by the policy monitoring of sports lottery public welfare fund and establish an organic policy monitoring mechanism.At present,there are some difficulties in the policy monitoring of sports lottery public welfare funds in China:(1)The lack of necessary connection between policy monitoring;(2)The lack of independence and authority of monitoring institutions;(3)The existence of bureaucracy;(4)The failure of policy monitoring subjects to fulfill their responsibilities.Methods of constructing the monitoring mechanism:(1)The public opinion of the policy monitoring mechanism;(2)Overcoming the formalism in the policy monitoring;(3)Establishing and improving the legal system;(4)Constantly improving the monitoring consciousness of the policy monitoring subject.The policy monitoring of sports lottery public welfare fund ensures the reasonable development of sports lottery public welfare fund policy.
