关于规范不停车电子收费系统办理及管理的建议

摘　　要：随着我国经济的高速发展,作为经济发展的必要基础设施,高速公路也是社会进步的有效动力。与此同时,社会对高速公路的需求度也在不断提升,提高其运营效率是当前迫切需要解决的问题所在。电子不停车收费系统(Electronic Toll Collection,ETC)的出现,解决了该项瓶颈问题,它是目前世界上最先进的路桥收费方式。该系统简化了车辆通过流程,大大提高了高速公路的通过速度。但是办理和使用过程中却给用户带来了很多困惑,如标准不一,管理不规范等等情况。笔者建议相关部门出台统一规范的标准,让ETC成为真正意义上便捷高效的收费系统。With the rapid development of China's economy,as a necessary infrastructure for economic development,highway is also an effective driving force for social progress.At the same time,the social demand for expressway is also increasing,and improving its operation efficiency is the key problem that needs to be solved urgently.The emergence of electronic toll collection(etc)[1]solves the bottleneck problem.It is the most advanced way of road and Bridge toll collection in the world.The system simplifies the vehicle passing process and greatly improves the passing speed of expressway.But in the process of handling and using,it brings a lot of confusion to users,such as different standards,non-standard management and so on.The author suggests that the relevant departments should issue a unified standard to make etc a convenient and efficient charging system in the real sense.
