公共卫生应急治理中地方政府信任的演化逻辑与叠加优势

摘　　要：地方政府在重大公共卫生应急治理中的行动能力和治理绩效是影响政府信任的重要因素。本文构建了政府信任的“结构-过程-情景”分析框架,通过重大公共卫生应急治理中地方政府信任的演化逻辑,分析了我国党政体制在应对公共危机治理上的叠加优势。具体而言,政府主导的技术信任能强化公众对突发公共危机的基本认识,使谣言和不正当信息的负面效应得以降低;信任结构的相融性、信息过程的一致性以及情景感知的有效性共同形塑了地方政府信任的动态变化,而地方政府能够对危机过程中的多维一致性进行有效建构。基于高效能治理的要求,在公共卫生应急治理中,应建立公开透明的信息披露制度,采取积极有效的危机应对举措,准确及时的舆论引导,建构完备有效的法律体系。The action capability and governance performance of the local government in major public health emergencies are important factors affecting the public trust for the government.In this paper,the“structure-process-scenario”analysis framework is built to examine the public trust for the local government.The focus is on studying the evolution logic of the public trust for the local government in major public health emergency governance,and the overlaid advantages of China’s party and government system in public crisis governance.Research results indicate that the government-oriented technological trust can strengthen the public basic connotation of the public health emergency so that the negative effect of rumors and distorted information can be alleviated.The compatibility of the trust structure,consistency of the information process,and efficiency of the scenario perception have jointly shaped dynamic changes of the public trust for the local government,and the local government can effectively construct the multidimensional consistency in the process of coping with the crisis.In response to requirements of efficient governance,paths to improve the public trust for the local government in emergency governance should include open and transparent information disclosure,active and efficient crisis handling,accurate and timely guidance for public opinions,and establishment of a complete and efficient legal system.
