中国区块链产业投资环境的省际差异及影响因素——基于2016-2018年31个省(市)数据的实证分析

摘　　要：中国区块链产业发展正在经历一个明显的加速过程,日益成为支持数字经济的基础设施。基于主成分分析法进行评估的结果表明,2016-2018年中国31个省(市)区块链产业投资环境中区块链产业投资环境发展极不平衡,呈现“东优西劣”的阶梯分布,且差距逐年拉大。广东省一直有最好的区块链产业投资环境,而区块链投资环境滞后的省份均位于西部。进一步回归分析的结果也显示,知识产权保护、市场化程度、贸易开放度对区块链产业投资环境有显著影响,但存在地区分异性。东部地区的知识产权保护、贸易开放和控制变量的影响是正向且显著的,非东部地区的对外开放和控制变量区块链产业园数、区块链专利数的参数估计结果不显著。这与非东部地区金融不发达,市场机制不完善和监管机制不健全等因素相关。因此,应在经济全方位开放战略下,加强知识产权保护、促进民营经济发展。The development of China’s blockchain industry is undergoing a significant acceleration,which build infrastructure for digital economy.Using the Principal Component Analysis method to evaluate the blockchain investment environment of 31 provinces in China from 2016 to 2018,we find the development of China’s blockchain industry investment environment is unbalanced among provinces,the competitiveness gap is widening year by year,and is similar to China’s economic development pattern,showing a ladder distribution of“the East is superior to the west”.Guangdong keeps the best blockchainindustry investment environment.Guizou,Hainan,Qinhai,Gansu,Ningxia,Qinghai,Tibet lag behind.Intellectual property protection system,marketization degree,trade openness has significant impact on the investment environment.The provinces with a lagging blockchain investment environment are all located in the west.Further regression analysis confirmed that intellectual property protection,degree of marketization,and trade openness have a significant impact on the investment environment of the blockchain industry,but there are regional differences.The impact of intellectual property protection,trade opening and control variables in the eastern region is positive and significant.The parameter estimation results of the number of blockchain industrial parks and the number of blockchain patents in the non-eastern regions are not significant.It is because the non-eastern regions are financially underdeveloped,and opening to the outside world cannot be in regions with imperfect market mechanisms and imperfect regulatory mechanisms.Therefore,improvement should be made from the three factors to prompt the development of blockchain.
