摘  要:在现代城市安全治理中,韧性的理念和相关制度逐渐引起重视。与传统城市安全治理注重安全防御相比,韧性建设强调根据复杂多变的风险情境进行城市自身结构调整与功能优化,在遭遇公共安全事件时能够保持抗压性、稳定性、适应性和学习力,有其独特价值。目前,我国城市安全治理成绩显著,但仍存在理念较为落后、主体相对单一、综合协调能力弱、技术不成熟等问题。应当进一步树立韧性理念,通过落实城市可持续性发展思维、倡导多元主体协同共治、构建综合的治理体系新格局、运用新技术等措施,优化城市安全治理体系,实现城市安全发展。In the modern urban safety management,the concept of resilience and related systems have gradually attracted attention.Compared with traditional urban security governance,which focuses on security defense,resilience construction emphasizes the structural adjustment and functional optimization of the city according to the complex and changeable risk situation,and it has unique value to maintain its resilience,stability,adaptability and learning ability when confronted with public security events.At present,China’s urban safety governance has achieved remarkable results,but there are problems such as backward concept,relatively single main subject,weak comprehensive coordination ability and immature technology.Therefore,it is necessary to further establish the concept of resilience,and optimize the urban safety governance system by implementing urban sustainable development,advocating the co-governance of multiple subjects,constructing a new pattern of comprehensive governance system,and applying new technologies,so as to realize the safe development of cities.
