摘　　要：科技计划项目立项评审在优化科技管理决策、提高财政支出绩效上扮演重要角色。随着"三评"改革的不断深入推进,社会各界对立项评审提出了更高要求,强化立项评审工作质量管理成为大势所趋。有鉴于此,本文在深入分析立项评审引入质量管理理念重要性、当前研究仍然存在问题的基础上,研究提出了几种立项评审质量管理模式设想,并结合立项评审实际工作需要给出了推动科技计划项目立项评审质量管理的具体对策建议供参考。Project evaluation plays an important role in optimizing scientific and technological management decisions and improving financial expenditure performance.With the continuous and in-depth advancement of the"Three Evaluations"reform,all sectors of society have put forward higher requirements for project evaluation,and strengthening the quality management of project evaluation has become a general trend.In view of this,on the basis of in-depth analysis of the importance of the quality management concept introduced into the project review and the current research still existing problems,this article puts forward several model ideas,and gives specific countermeasures to promote the quality management of the project review.
