高等学校“强基计划”探析——基于供给侧改革的视角

摘  要:“强基计划”是提高我国基础学科创新人才质量的重要突破口。但从教育供给的角度来看,当前高校“强基计划”存在着供需错位、供给产品同质化、有效供给不足等现实困境,原因在于未能准确识别政府、试点高校、考生的真实需求。为了保证“强基计划”稳妥地实施与推进,推动高考创新人才选拔和培养机制的快速转型,应坚持从供给侧发力,通过搭建利益协调平台、提高教育产品的供给质量以及营造基础学科研究氛围三方面来满足需求,引导学生与家长做出合理的教育决策。Strengthening the Basic Disciplines Program is an important breakthrough to improve the quality of innovative talents in basic disciplines in China.From the perspective of education supply,this program in colleges and universities has some practical difficulties,such as the dislocation of supply and demand,the homogenization of supply products,the lack of effective supply and so on.The reason lies in the failure to accurately identify the real needs of the government,pilot universities,candidates and other stakeholders.In order to ensure the steady implementation and promotion of the program,promote the rapid transformation of the college entrance examination,and spur the innovative talent selection and training mechanism,we should adhere to the supply side,building a platform for interest coordination,improving the supply quality of educational products and creating a research atmosphere of basic disciplines,so as to meet the demand,and guide students and parents to make reasonable educational decisions.
