摘　　要：既有建筑节能改造市场发展是辅助主体为环境下核心主体共同作用的结果。基于既有建筑节能改造市场主体构成分析,揭示核心主体的动力作用,剖析既有建筑节能改造市场运行的正外部性、信息不对称性、显性需求不足、内在驱动乏力等特征;基于既有建筑节能改造市场发展的动态演进过程,科学界定市场发展的培育、发展、成长和成熟4个阶段,阐述不同市场发展阶段的政府职能及其特征,以更好地发挥政府引导与推动既有建筑节能改造事业发展的有效作用。The market development of energy-saving renovation of existing buildings is the result of the joint action of the core subject with the auxiliary subject as the environment.Based on the analysis of the main body composition of the existing building energy-saving transformation market,this paper revealed the dynamic role of the core body,analyzed the characteristics of the existing building energy-saving transformation market operation,such as positive externality,information asymmetry,lack of explicit demand,and internal driving weakness.Based on the dynamic evolution process of the existing building energy-saving transformation market development,the cultivation,development and growth of the market development were scientifically defined,in order to give full play to the effective role of the government in guiding and promoting the development of energy-saving renovation of existing buildings.
