中医适宜技术在社区应用推广的SWOT分析——以广州市为例

摘　　要：采用SWOT分析法,以广州市社区为例,分析中医适宜技术在社区应用推广的内部优势与劣势、外部机遇和威胁。分析显示,广州市中医适宜技术在社区的应用推广具有内容丰富、可操作性强、中医服务可及性提高的优势,政府重视中医药事业发展、居民对中医需求增长以及健康观念的转变为中医适宜技术的发展带来了机遇,但中医适宜技术项目开展不均衡、社区中医人才缺乏、居民认知不足等问题依然制约着其发展。建议把握中医抗疫利好形势,加大中医适宜技术在社区的应用推广,增加多渠道宣传;通过"引留育用"多措并举,提升社区中医卫生人力的"质"与"量";加强中西医合作交流、发展区域特色项目;发挥医保的杠杆作用,增强基层中医药服务的可获得性。Analyze internal strengths, weaknesses, opportunities and threats of application and promotion of appropriate technology of traditional Chinese medicine( TCM) in community by SWOT analysis, and take Guangzhou communities examples. The analysis shows, the application and promotion of appropriate technology of TCM has advantages of rich content, strong practicality and high accessibility, government attaches great importance to the development of TCM, the increase of residents’ need for TCM and the change of residents’ health concept which also bring opportunities for the development of appropriate technologies of TCM. However, the problems still restrict the development such as unbalanced appropriate technology project practice of TCM, insufficient TCM professional in community, insufficient awareness of residents and so on. It suggests that grasp positive situation of TCM against the epidemic, expand application and promotion of appropriate technology of traditional Chinese medicine in community, increase multiple channels publicity;Promote the quality and quantity of TCM health human resource through more measures;Strengthening the cooperation and exchange between Chinese and Western medicine, develop regional special projects;Give play to the leveraging role of medical insurance, enhance the accessibility of TCM services at the grass-roots level.
