摘 要:根据持续性参与观察发现,同一村庄多个扶贫项目出现不同的政策效果,是农民对扶贫项目进行选择性回应的结果,显示了不同扶贫项目逻辑与农民脱贫逻辑之间不同程度的分离性。具体表现为农民的趋利避险逻辑与项目秉持的市场逻辑以及农户的资源平均分配逻辑与项目资源对接的精准逻辑,两个维度不同的契合程度。越符合农户逻辑的扶贫项目,其政策成效越高。深度贫困地区农民主观脱贫动力不足,村庄内部经济分化程度低,是村民和村庄形成以趋利避险和资源平均分配为主要特征的项目回应方式的社会基础,而供给项目与农户能力不匹配以及政策信息不透明,更强化了农民固有的项目回应方式。According to the observation of continuous participation,different poverty alleviation projects in the same village have different policy effects,which are the result of farmers’ selective response to poverty alleviation projects,presenting the different degrees of separation between the logic of national projects and the logic of farmers’ poverty alleviation.It is specifically manifested in the logic of interest-orientation and risk-avoidance of farmers and the market logic of the project,as well as the logic of farmers’ average resource allocation and the precise logic of project resource docking.The two dimensions are different in the fitting degree.The more the poverty alleviation project conforms to the farmers’ logic,the better the policy effect.The lack of motivation for farmers to get rid of poverty in deeply impoverished areas and the low degree of economic differentiation within the village are the social foundations for the villagers to form a project response method characterized by interest-orientation and risk-avoiding and average distribution of resources.The supply project does not match the capacity of farmers and the opaque policy information has strengthened farmers’ inherent project response methods.
