异地养老互助组织的行动逻辑——以东北老人“候鸟”生活为中心的经验研究

摘　　要：自发形成的候鸟老人互助组织承担起构建异地养老群体社会支持体系的角色。在资源缺乏的情况下,候鸟老人互助组织所有行动均围绕如何获得组织合法性。研究发现,候鸟老人互助组织为了获得社会合法性、内部合法性和政策合法性而分别采取遵循功能性逻辑、价值性逻辑、策略性逻辑的组织行动。获得完整的组织合法性并未改变互助组织资源缺乏的困境,但养老互助组织所形成的保护网有效地化解了季节性流动空巢老人居家养老的风险。政府应向异地养老互助组织提供各种资源支持。The self-formed mutual aid organizations for the seasonal elderly migrants assume the role of building social support system for the elderly migrants.In the absence of resources,all actions of social organi⁃zations focus on how to obtain organizational legitimacy.It is found that in order to obtain social legitimacy,in⁃ternal legitimacy and policy legitimacy,the mutual aid organizations for elderly migrants take organizational ac⁃tions following functional logic,value logic and strategic logic respectively.Obtaining complete organizational legitimacy does not change the plight of lack of resources.However,the protection network formed by mutual aid organizations can effectively eliminate the risk of home-based care for seasonal elderly migrants.Finally,the paper puts forward that the government should provide all kinds of resource support to the mutual aid or⁃ganizations for the seasonal elderly migrants.
