摘　　要：中国跨境电子商务高速发展,现已成为对外贸易和传统产业转型升级的重要途径,受到全球瞩目。全球跨境电子商务竞争激烈,各国积极调整与电子商务相关的政策,电子商务和数字贸易的国际规则面临重大调整,中国跨境电子商务和对外贸易将面临新的机遇和挑战。随着云计算、区块链和人工智能等新技术的深入应用,美欧国家加快跨境电子商务创新,推动中小企业利用数字化工具开展出口业务。文章通过分析中国当前跨境电子商务的发展特点、面临的问题和挑战,从理论层面深入探索跨境电子商务的创新机制,在此基础上从跨境电子商务商业模式创新、产业深度融合、境外综合服务体系建设、体制机制创新、国际合作机制和多元化人才培养等方面提出中国跨境电子商务的创新发展策略,促进形成跨境电商新优势,推动国内国际双循环水平提升。China’s fast growing cross-border e-commerce has become increasingly important for foreign trade and traditional industries’transforming and upgrading.It also receives global attention and recognition.With intensifying competition in global cross-border e-commerce,countries across the worlds are actively adjusting relevant policies,major shifts are also taking place in international rules relating to e-commerce and digital trade,bringing new opportunities and challenges to China’s cross-border e-commerce and foreign trade.With in-depth application of cloud computing,block chain,AI and other new technologies,American and European countries have stepped up innovation in cross-border e-commerce,encouraging small and medium enterprises to use digital tools for exporting.This article analyses the features,problems and challenges in developing China’s cross-border e-commerce and explores an innovation mechanism on a theoretical level.On such basis,this article also proposes innovative development strategies for China’s cross-border e-commerce in areas of business model innovation,deep industrial integration,overseas comprehensive service system building,institutional innovation,international cooperation mechanism,diversified patterns of talent training and etc,in order to form new advantages in cross-border e-commerce and boost development pattern of domestic and international"dual circulation".
