中国在非境外经贸合作区升级的困境应对及风险防范

摘　　要：未来中国对非直接投资将是量质"双升"的增长,而实现这种"双升"的最佳选择是升级中国在非境外经贸合作区。中国在非境外经贸合作区的快速发展将会对双边多边经济社会发展产生深远影响,但目前其发展仍遇到诸多困难和面临多种风险。如何改变困境,并防范风险是中国在非境外经贸合作区升级时应考虑的两大主题。因此,以高水平投资、高质量扩建和新建为路径,采取多种有效措施使其向境外现代产业集群升级和可持续发展。应从政府、集群、企业层面,构建中国在非境外经贸合作区国家风险的防范体系,保障其安全稳定发展。In the future,China’s direct investment in Africa will grow in both quantity and quality.The best choice for achieving this kind of growing is upgrading China’s overseas economic and trade cooperation zones in Africa.The rapid development of China’s overseas economic and trade cooperation zone in Africa had a far-reaching impact on bilateral and multilateral economic and social development.But it is still facing many difficulties and risks.How to break the dilemma and prevent risks are the two major themes that China should consider when upgrading its overseas economic and trade cooperation zones in Africa.Therefor,taking high-level investment and high-quality expansion as the path,and taking a variety of effective measures to upgrade it to overseas modern industrial clusters and achieve sustainable development.The national risk prevention system of China’s overseas economic and trade cooperation zones in Africa should be built from the perspective of government,cluster and enterprise,to ensure its safe and stable development.
