摘 要:针对洪涝灾后常伴随持续降雨等极端天气,本文采用“高分+应急”模式,开展洪涝灾害应急指挥决策系统建设与应用。系统综合采用洪涝灾情信息集成与数据处理、灾区智能监测判识、道路通达性分析、灾情态势智能感知、应急抢险救援最佳路径选择及临时转移安置地优选分析等关键技术,实现气象预警、灾情(先期)预判、跟踪监测、预案管理、应急救援、隐患排查、应急指挥及救助等功能。本文以“8·17”甘肃省文县堰塞湖洪涝灾害为例,开展典型示范应用,服务灾害应急指挥,对提升洪涝应急救援与指挥决策能力具有重要意义。For flooding disasters often accompanied with continuous rainfall and other extreme weather,this paper uses"high resolution+emergency"mode to conduct the construction and application work of flood disaster emergency command and decision-making system,makes use of flood information integration and data processing,intelligent monitoring of the disaster area,road accessibility analysis,intelligent disaster situational awareness,best emergency rescue path selection,temporary transfer and placement and other key technologies to realize meteorological early warning,disaster forecasting,tracking and monitoring,emergency plan management,emergency rescue,potential risk identification,and emergency command,etc.The paper takes the"8·17"Wenxian,Gansu weir flood disaster as an example to carry out typical demonstration applications and serve disaster emergency command,which is of great significance to enhance the flood emergency rescue and command and decision-making capability.
