摘 要:在对2018年我国高新技术产业开发区内83家创新型产业集群创新效率进行的研究中发现,采用传统DEA和三阶段DEA得到的技术效率值差异较大,传统DEA未能真实客观地反映创新型产业集群的创新效率。未考虑环境变量和随机干扰时,绝大部分创新型产业集群的纯技术效率过低,规模效率往往被高估,造成技术效率被低估;剥离环境变量和随机干扰后,大部分创新型产业集群的纯技术效率有很大的增幅,规模效率降低,技术效率相应得到了提升。In the study on the innovation efficiency of 83 Innovative Industrial Clusters(IIC)in China's High-tech Industrial Development Zone in 2018,it is found that the technical efficiency values obtained by using traditional DEA and three-stage DEA are quite different,and the traditional DEA fails to truly and objectively reflect the innovation efficiency of IIC.When environmental variables and random disturbances are not considered,the pure technical efficiency of most IIC is too low,and the scale efficiency is often overestimated,resulting in the underestimation of technical efficiency.After stripping out environmental variables and random disturbances,the pure technical efficiency of most IIC increases greatly,the scale efficiency decreases,and the technical efficiency is improved accordingly.
