摘　　要：制度环境是影响企业战略选择和资本投资取向的重要因素。文章以第九次和第十次全国私营企业抽样调查数据为研究样本,实证考察了地区腐败对企业人力资本投资的影响效应。研究发现,地区腐败环境显著抑制了企业人力资本投资。具体来讲,在控制其他因素后,企业所在地区腐败程度越严重,企业的人均培训费用越低、人均培训次数越少。研究还发现,企业政治关联对腐败环境与人力资本投资之间的关系具有负向调节作用:相较于具有政治关联的企业,地区腐败对无政治关联企业人力资本投资的抑制效应更加明显。研究从制度视角拓展了对企业人力资本投资决定因素的理解,也从微观企业层面深化了对腐败经济后果的理论认知。The institutional environment is an important factor affecting the strategic choice of enterprises and the orientation of capital investment.Based on the Ninth and Tenth sampling survey of national private enterprises,this paper empirically examines the impact of regional corruption on corporate human capital investment.The study found that the regional corruption significantly inhibited corporate human capital investment.Specifically,after other factors are controlled,the more serious the corruption is in the region where the enterprise is located,the lower is the per capita training cost in the enterprise and the fewer the number of training per capita.We also found that corporate political connections have a negative regulatory effect on the relationship between corrupt environment and human capital investment:compared with enterprises with political connections,the effect of regional corruption on the investment of human capital in non-politically related enterprises is more obvious.This study expands the understanding of the determinants of corporate human capital investment from an institutional perspective,and deepens the theoretical understanding of the economic consequences of corruption from the micro-enterprise level.
