摘　　要：中央提出,建立健全绿色低碳循环发展的经济体系,城市的治理水平成为直接影响现代城市经济发展、构建经济体系的重要因素。以深圳为例,作为我国经济发展最活跃的城市之一,深圳把发展绿色产业作为推动经济结构调整的重要举措,围绕“打造中国特色社会主义先行示范区”的战略目标,突出绿色创新,取得了一定成绩。但是,通过对政府职能部门的垂直座谈和219家企业的调查研究,发现深圳还面临着缺乏系统协同的发展战略、体制机制障碍等问题。针对现代城市治理的共性问题,从有效治理的角度,通过建立科学决策机制、健全法律法规与标准体系、完善经济政策、促进科技政策与科技创新深度融合等几个方面,探讨现代城市建设绿色低碳循环发展经济体系的治理路径。为探索符合现代城市特点和发展规律的城市治理模式、实现城市治理现代化提供行动指导。The central government proposes to establish a circular developing economic system of green and low-carbon. The level of government governance has become an important factor that directly affects the economic development and the construction of modern cities. Shenzhen,as one of the most active cities in China’s economic development,takes the development of green industries as an important measure to promote economic restructuring. Focusing on the strategic goal of"building a pilot demonstration zone of socialism with Chinese characteristics",it highlights green innovation,and has made some achievements. However,through vertical discussions with government functional departments and a survey of 219 companies,it is found that Shenzhen is still facing problems such as the lack of systematic development strategies,institutional barriers and so on. In view of the common problems of modern urban governance,this article discusses the governance paths of modern urban construction of green low-carbon circular development economic system through the establishment of scientific decision-making mechanisms,sound laws,regulations and standard systems,the improvement of economic policies,and the promotion of the deep integration of technological policies and technological innovations from the perspective of effective governance. This study provides action guidance for exploring urban governance models that conform to the characteristics and development laws of modern cities and realizing the urban governance modernization.
