摘　　要：在中国,大麻是受严格管控的毒品原植物和经济作物,目前只有云南、黑龙江两省通过制定地方性法规和地方政府规章对大麻中工业大麻的种植加工予以了合法化。工业大麻的开发利用潜力无限、价值可观,因此通过对云南、黑龙江两省工业大麻种植加工合法化的研究,旨在为中国工业大麻产业的发展提供借鉴,特别是给予欲推进开放工业大麻种植加工的吉林省启示,从而引导工业大麻健康有序发展,在经济发展与禁毒管控中寻得平衡。In China,cannabis is a strictly controlled drug plant and cash crop.Currently,only Yunnan and Heilongjiang provinces have legalized the planting and processing of industrial hemp through the formulation of local laws and local governmental regulations.However,the development and utilization of industrial hemp in China has unlimited potential and considerable value.Therefore,by studying the legalization of industrial hemp planting and processing in Yunnan and Heilongjiang provinces,it can provide a reference for the development of industrial hemp industry in China,especially for Jilin province which intends to promote industrial hemp opening-up in planting and processing.It will guide the healthy and orderly development of industrial hemp,striving for a balance between economic development and drug control.
