摘　　要：阐述了跨国公司作为非国家行为体在城市国际交往功能提升中的作用。跨国公司数量与规模是国际交往中心城市的重要指标。吸引跨国公司投资和入驻,引导其行为规范,使之成为促进东道国社会发展的力量,在很大程度上取决于容纳跨国公司的城市国际交往功能的发挥。提升国际交往功能需要把握的内容包括:开展跨国公司与东道国城市间的合作交流活动,细化城市国际化社区,拓展城市空间,塑造城市人文氛围,积极培育本地跨国公司等。This paper makes a brief review of the previous studies on transnational corporations in international relations. The number and scale of transnational corporations are significant indicators for the capacity of a city as international exchange center. Whether a city could attract transnational corporations to invest and establish branches, regulate their performances and leverage their power to boost the social development of hosting country, largely depend on how the hosting city fulfills its function for international exchange. Methods to enhance a city’s international exchange function include: further strengthen city-to-city cooperation and exchange, develop and nurture international-oriented communities with detail-based management, expand international exchange spaces through further urbanization, build-up a rich cultural atmosphere for the city and actively cultivate local transnational corporations.
