摘 要:指出了作为排污许可制度的重要支撑,自行监测一直是环境管理部门了解企业排污现状和掌握排污数据的主要途径,也是排污单位“自证守法”的基础数据来源。通过分析燃气锅炉排污单位开展自行监测的过程,结合环境部门颁布的技术指南等规范和实际的检测经验,对自行监测的执行和管理等方面的问题进行分析,提出了增强企业自行监测能力、降低自行监测成本、解决自行监测公平问题等方面的建议,为充分发挥自行监测的作用和完善自行监测方案提供技术支持。As an important support for the pollutant discharge permit system,self-monitoring has always been the main way for environmental management departments to understand the status of corporate pollutant discharge and to master pollutant discharge data,and it is also the basic data source for pollutant discharge units to″self-certify and abide by the law″.This paper analyzes the implementation and management of self-monitoring issues by analyzing the process of self-monitoring by gas-fired boilers.Combined with technical guidelines issued by the environmental department and actual testing experience.It also proposes to enhance the company’s self-monitoring capabilities.Suggestions on reducing the cost of self-monitoring,solving the fairness of self-monitoring,etc.are put forward to provide technical support for giving full play to the role of self-monitoring and improving self-monitoring programs.
