摘 要:青年群体是城市的未来与希望,但是大城市高房价带给青年的住房压力和对创新创业的挤出效应已备受社会关注,而解决大城市青年住房问题的关键是不断增强其非自有住房产权的稳定性。首先从马斯洛需求层次理论出发,将青年住房产权的需求由低到高分为四个层次:租赁型住房需求、刚需型首套购房需求、改善型次套购房需求、投资型多套购房需求,这四个需求层次更多反映了城市青年对住房产权稳定性的偏好;其次结合上海、天津等地的经验做法考察它们在增强青年住房产权稳定性方面的各种有益尝试;最后提出了大城市青年住房产权稳定性的提升路径,包括进一步落实租购同权、增加共有产权住房供给、规范发展长租房市场、扩大青年住房保障等方式。Young people are the future and hope of cities,but the housing pressure and crowding out effect on innovation and entrepreneurship brought by the high housing prices in major cities have attracted the attention of the society.The key to solve the housing problem of young people in major cities is to continuously enhance the stability of their non-ownership housing property rights.Based on Maslow’s hierarchy of needs theory,this paper divides the needs of youth’s housing property rights from low to high into the following four levels:rental housing demand,rigid demand for the first house purchase,improved demand for the second house purchase,and investment demand for multiple house purchase.These four levels of demand more reflect the preference of urban youth for the stability of housing property rights;then combined with the experience and practices of Shanghai,Tianjin and other places,this paper examines their beneficial attempts to enhance the stability of youth housing property rights.Finally,the paper puts forward the way to improve the stability of housing property rights of young people in major cities:further implement the same right of rent and purchase,increase the housing supply of shared property rights,standardize the development of long-term rental market,expand the housing security for young people,and so on.
