网络生态治理政策分析与对策研究——基于政策工具的视角

摘　　要：[目的/意义]网络生态治理政策工具的选择与运用直接影响网络治理效果,分析我国网络生态治理政策工具的应用,以反思如何运用政策工具来应对日渐复杂的网络生态治理问题。[方法/过程]构建由基本政策工具和网络生态系统要素组成的二维政策文本分析框架,筛选58份有关网络生态治理的政策文本作为研究样本,通过内容分析法对基本政策工具及网络生态系统要素维度进行单元编码与内容分析。[结果/结论]研究发现,我国网络生态治理政策存在政策工具结构失衡、可操作性弱等问题,据此提出完善相关法规、加强供给型政策工具与需求型政策工具的应用、增加政策工具在网络生态系统要素上的组合运用、建立复合的网络生态风险预防机制等政策建议。[Purpose/significance] The choice and application of network ecological governance policy tools directly affect the effect of network governance.This paper analyzes the application of network ecological governance policy tools in China to reflect on how to use policy tools to deal with increasingly complex network ecological governance problems.[Method/process] This paper constructs a two-dimensional policy text analysis framework composed of basic policy tools and network ecosystem elements, selects 58 policy texts related to network ecological governance as research samples, and carries out unit coding and content analysis on basic policy tools and network ecosystem elements dimensions by content analysis method.[Result/conclusion] The research finds that there are some problems in China’s network ecological governance policies, such as unbalanced structure of policy tools and weak operability.Therefore, policy suggestions are put forward, such as improving the relevant laws and regulations, strengthening the application of supply-oriented and demand-oriented policy tools, increasing the combined use of policy tools in network ecosystem elements, and establishing a compound network ecological risk prevention mechanism.
