摘　　要：边疆民族地区文化安全是国家文化安全的有机组成部分,是边疆民族地区文化生存与发展免于威胁和危险的状态。文化安全治理则是针对影响文化生存与发展的各种因素,推进国家文化治理能力现代化,促进国家社会长治久安的具体举措、方法、路径。云南作为边疆多民族地区,长期以来在多元民族文化和谐共生、民族团结进步、边境经济社会稳定发展方面做出了具有示范意义的实践成果和理论创新,集中体现在“三个纳入”和“四个对接”的治理体系中。在总结云南边疆民族地区文化安全治理现状和经验的基础上,本文认为我国新形势下边疆民族地区文化安全需要着力在分类指导、同步发展、预警机制和网络安全方面强化相应治理措施。The cultural security of the frontier ethnic areas is an integral part of the national cultural security.And it is a state in which the cultural survival and developm ent of the frontier ethnic areas are free from th reats and dangers.From the perspective of various factors th at affect the survival and developm ent of culture,cultural security governance is a specific m easure,or a effective m ethod,or a direct path to promote the modernization of national cultural governance capabilities and promote the long-term stability of the society.As a frontier multi-ethnic region,Yunnan has for a long time made exem plary practical results and theoretical innovations in the harm onious coexistence of diverse ethnic cultures,national unity and progress,and stable developm ent of frontier economy and society.T h e above-m entioned resu lts are concentrated in the governance sy stem s,which can be sum m arized as“three inclusions”and“four docking m odes”.On the basis of sum m arizing the current situation and experience of cultural security governance in Y unnan,a typical frontier ethnic areas,this article believes th at my country should strengthen classification guidance,synchronized developm ent,establish early warning m echanism s,and netw ork security m anagem ent to address cultural security issues in frontier ethnic areas under the new situation.
