摘　　要：认为北京、上海等超大型城市人口老龄化程度在国内领先,并且均面临着中心城区老龄人口分布密集、养老压力巨大的共性问题。在分析了当前北京市中心城区养老存在的无障碍环境和养老设施建设不到位、养老服务人才不足等主要问题的基础上,深入考察了上海市近年来发展社区嵌入式养老、打造15分钟服务圈、推行养老顾问制度、加快加装电梯、加强养老人才培养等应对中心城区养老问题的经验做法,进而从提升养老服务精准化水平、促进社会资本参与无障碍环境建设、建立养老服务人才培养长效机制等方面提出了完善北京中心城区养老环境的策略。Both Beijing and Shanghai are super large cities,with a leading domestic aging population,and both face the common problems of uneven distribution of the elderly population,dense aging population in the central city,and huge pressure on the elderly. This essay analyzes the main problems based on the analysis of the current barrier-free environment for the elderly in Beijing’s central urban area,the inadequate construction of elderly care facilities,and the shortage of elderly service personnel,analyze Shanghai’s recent years of developing community embedded elderly care,creating a 15-minute service circle,implementing an elderly care consultant system,accelerating the installation of elevators,and strengthening elderly care personnel training and other experience and practices in dealing with elderly care issues in central urban areas,also proposing many strategies from the aspects of improving the precision level of elderly care services,promoting social capital to participate in the construction of barrier-free environment,and establishing a long-term mechanism for cultivating elderly service talents.
