摘　　要：产业集群是现代经济社会发展的重要路径,受到世界各国政府的普遍重视。既有研究多从经济学视角探索产业集群的多面图景,对于我们理解集群的发展提供了启发性思路。文章从国家治理的角度分五部分探讨与反思了国家治理与产业集群的结构关联。研究表明,产业政策是产业集群发展与转型的重要国家力量。制度的改革和政策的改善创造了中国经济过去的成功,也是未来中国产业集群转型的核心关键。推动自主创新、强化公私协调与加大公平开放将为产业集群治理明确新的时代着力点与进路方向。Industrial cluster is an important path of modern economic and social development,and therefore it is highly valued by national governments across the world.Most of the existing researches explore the multi-faceted prospect of industrial clusters from the perspective of economics,which provides us with enlightening ideas to under⁃stand the development of clusters.This paper divided into five sections explores and reflects on the structural rela⁃tionship between national governance and industrial clusters from the perspective of national governance.The find⁃ings shows that industrial policy is an important national force for the development and transformation of industrial clusters.Institutional reform and policy improvement has created the past success of the Chinese economy,and also is the core and key of the transformation of the Chinese industrial clusters in the future.As hinted above,Promoting independent innovation,strengthening public-private coordination and promoting fair and open will be the focus and the way direction of industrial cluster governance.
