摘 要:梳理了我国水资源特征以及用水状况,提出水资源是制约我国经济社会可持续发展的瓶颈;分析了以色列和美国污水再生利用的进展,认为污水资源化是突破经济社会发展水资源瓶颈的根本途径;根据国际污水再生利用经验,认为我国污水资源化利用的重点方向应是农业灌溉和工业冷却,并建议编制《全国水资源可持续循环利用综合规划》,明确方向、控制风险、健全政策,指导污水资源化工作稳步发展。This paper summarizes the characteristics of China’s water resources and the state of water use,puts forward that water resources are the bottleneck restricting the sustainable development of Chinese economic society,analyzes the progress of sewage recycling in Israel and the United States.Which also thinks that wastewater recycling is the fundamental way to break through the bottleneck of water resources in economic and social development,and according to the experience of international wastewater recycling,thinks that the key direction of china’s wastewater recycling should be agricultural irrigation and industrial cooling,and suggests the preparation of the National comprehensive plan for sustainable recycling of water resources,which clears the direction,control risks,We will improve policies and guide the steady development of sewage resources.
