新时代省级国土空间管治的区划体系构建——以云南省为例

摘　　要：国土空间规划是各类开发保护建设活动的基本依据。其中,空间管治①区划体系的建立,是确保战略落实深化、科学导控国土空间保护利用的重要内容。省级政府作为国家战略政策上下传导和相对独立的空间治理单元,肩负着精确管控和原则管控的双重责任。从省级空间管治的实践历程来看,空间管治开始由离散治理走向集中的分层次综合治理,由单一要素管控走向全域全要素的综合集成。总结过去四种典型的空间管治区划方法,结合新时代省级国土空间规划管控的要求,本文提出建立“集中+分治”的管控模式,建议“区域+要素”用途管制体系的优化思路,并结合云南省的案例,从分层治理、底线管控、功能引导、综合管治四个方面提出构建省级国土空间管治区划体系的建议方案。Territory spatial planning is the fundamental basis for various development,protection and construction activities.The establishment of spatial governance zoning system is a crucial content to ensure the strategies implementation and effective guidance of spatial protection and utilization.As the national strategic transmission and relatively independent spatial governance unit,provincial government takes the responsibility of precise control and principle control in regards to space governance.From the perspective of provincial space governance practice,spatial governance has begun to transform from discrete governance to centralized hierarchical comprehensive governance,and from single element management to entire comprehensive integration.Summarizing the previous four typical spatial governance regionalization methods,and combined with the requirements of provinciallevel territory spatial planning control,this paper puts forward the establishment of“centralized+divided governance”manage and control mode and suggestion on optimization of“regions+elements”land-use regulation system.Based on the cases of Yunnan province,a proposal for constructing a provincial-level territory spatial governance regionalization system is set forth from four aspects:Hierarchical control,bottom line control,functional guidance and comprehensive governance.
