摘 要:宁夏引黄灌区农业水价改革滞后,已成为制约水利工程良性运行与节水灌溉技术推广应用的障碍。为了推进农业水价综合改革,在对灌区供用水管理、水价形成机制、水费收缴、支出等现状调查的基础上,分析了制约农业水价综合改革的灌溉面积不实、水费虚高,支渠口测量水设施落后、量水无法到户,水费核定标准不统一、收缴程序不规范、收支不透明、财政补贴负担沉重等关键问题。针对存在问题,研究提出了水价综合改革对策措施与配套政策建议。The low agricultural water price in Ningxia Yellow River Irrigation Area has become an obstacle to the benign operation of water conservancy projects and the popularization and application of water-saving irrigation technologies.In order to promote the comprehensive reform of agricultural water prices,on the basis of an in-depth investigation of the status quo of water supply management,water prices,and water fee collection in irrigation areas,the key issues that restrict the comprehensive reform of agricultural water prices are mainly:unrealistic irrigation area,falsely high water fees,Outdated water measurement facilities,unable to get water to households,water fee verification standards,non-standard collection procedures,opaque water fee receipts and payments,and heavy financial subsidy burdens.In view of the existing problems,the study put forward countermeasures and supporting policy recommendations for comprehensive water price reform,which can provide technical support for comprehensive water price reform in irrigation districts.
