公立医院招标采购纪检监督工作中存在的问题与对策

摘　　要：公立医院的招标采购活动频繁,涉及面广,尤其在大中型公立医院,每年工程建设、药品、耗材、设备等领域的招标采购金额可高达几亿元,甚至是几十亿元,是医院纪检部门监督与防止腐败现象发生的工作重点和难点。剖析公立医院招标采购纪检监督工作中存在的监督越位、监督失位和流于形式等现实问题的根源,针对性地提出完善采购制度机制、建立专家备案制度、紧盯关键环节和加强纪检队伍建设等对策建议。The public hospital procurement activities are frequent and involve a wide range of items,especially in large and medium-sized public hospitals.The annual amount of bidding procurement in engineering construction,drugs,consumables,equipment and other fields can reach hundreds of millions of RMB yuan,or even billions.It is a high incidence area of hospital corruption and also the focus and difficulty of discipline inspection and supervision.This article analyzes the causes of the problems including overinspection,insufficient inspection and inspection for the formalities’sake and proposes countermeasures and suggestions,such as improving the procurement system and mechanism,establishing the expert record system,focusing on the key links and strengthening the construction of discipline inspection team.
