摘 要:针对河南省工业企业技术创新效率问题,选用2018年河南省18个市规模以上工业企业数据,采用三阶段DEA模型对其效率值进行研究,并将传统DEA模型和三阶段DEA模型的测算结果进行对比分析,探讨了环境变量对创新效率产生的影响.研究结果表明:河南省工业企业技术创新效率整体水平不高,有50%的城市纯技术效率和规模效率表现均较差;剔除环境变量的影响后,各市的规模报酬全部呈现出递增状态,说明扩大创新投入规模有利于进一步提高河南省技术创新效率;环境因素对河南省工业企业技术创新效率有较为显著的影响,在不考虑环境因素的影响时,纯技术效率往往被低估,而规模效率被高估,且高估程度大于低估程度,导致综合效率存在虚高情况,改善创新环境对提升技术创新效率有着重要作用.Aiming at the technical innovation efficiency of industrial enterprises in Henan Province,this paper selects the data of industrial enterprises above designated size in 18 cities in Henan Province in 2018,and studies their efficiency values by using three-stage DEA model.The calculation results of traditional DEA model and threestage DEA models are compared and analyzed,and the influence of environmental variables on innovation efficiency is discussed.The results show that the overall level of technological innovation efficiency of industrial enterprises in Henan Province is not high,and 50%of cities have poor performance in pure technology efficiency and scale efficiency.After removing the influence of environmental variables,the scale returns of all cities show an increasing state,which shows that expanding the scale of innovation investment is conducive to further improving the efficiency of technological innovation in Henan Province.Environmental factors have a significant impact on technological innovation efficiency of industrial enterprises in Henan Province.Without considering the impact of environmental factors,pure technological efficiency is often underestimated,while scale efficiency is overestimated,and the degree of overestimation is greater than the degree of underestimation,which leads to false high comprehensive efficiency.Improving innovation environment plays an important role in enhancing technological innovation efficiency.
