摘 要:新能源大规模接入增大了系统运行的不确定性,传统方法仅以常规机组为来源按负荷百分比配置旋转备用已不能很好地兼顾可靠性、经济性与灵活性。在分析负荷参与旋转备用服务的能力基础上,提出柔性负荷参与旋转备用的优化配置方法。该方法根据负荷响应特性将柔性负荷分为可转移负荷、可削减负荷和虚拟负荷,明确可转移负荷通过分时电价引导响应缩减负荷峰谷差提高常规机组备用能力,可削减负荷、虚拟负荷参与旋转备用交易市场提高系统备用能力;综合考虑小概率、高风险场景下失负荷与弃新能源发挥的重要作用,以电网购置备用成本、柔性负荷成本、失负荷与弃新能源成本之和最小为目标建立旋转备用优化配置模型,获得各时段旋转备用优化配置容量。最后以新疆区域电网为算例,仿真验证所提方法的可行性。Nowadays, large scale of new energy has been integrated in the power system, and operation uncertainty of the power system has been raised. In this condition, the traditional spinning reserve methods, taking conventional power source with capacity of some loads percentage as the reserve capacity, can no longer satisfy all the requirements of guaranteeing the power system reliability, economy and flexibility. To solve the abovementioned problem, based on an spinning reserve participating capability analysis of the loads, an optimized spinning reserve configuration method taking flexible loads into account is proposed. The flexible loads are divided into three categories by the proposed method: the transfer-able loads, the reduce-able loads and the virtual loads. The transfer-able loads can reduce the peak-valley difference and improve the spinning reserve capacity of the conventional power units by utilizing the time-of-use electricity price;the reduce-able and the virtual loads can enhance spinning reserve capacity of the power system by participating into the electricity market exchange. Comprehensively considering the virtual function of load lost and new energy curtailment in some low probability, high risk scenarios, taking the minimum overall costs of power system purchase, the flexible loads, the loads lost and the new energy curtailment as an objective, an optimized configuration model of the spinning reserve is established, and spinning reserve optimized configuration capacity in multiple time periods are calculated. Taking a regional power grid in Xinjiang as an example, the feasibility of the proposed method is verified by simulation.
