摘　　要：决胜全面建成小康社会离不开医疗保障的不断优化,在“后小康时代”,继续优化医疗保障改革供给,既是巩固全面建成小康社会的成果,也是中国特色医疗保障健康可持续发展的需要。本文基于“理念-制度-技术-服务”的医疗保障改革优化分析框架,从理念向善、制度创新、技术赋能和服务提质四个方面,提出“后小康时代”中国医疗保障改革新思路:健全以人民为中心的共建共治共享医保共同体理念、创新合理定位与因地制宜的制度供给、提升全流程全民全空间的医保治理能力以及供给更高质量的医疗保障服务,促进新时代中国特色医疗保障制度高质量发展。ATo build a moderately prosperous society in all respects cannot be achieved without the continuous optimization of healthcare security.In the"post-well-off Era',to continue to optimize the supply of healthcare security reform is not only an achievement of consolidating the building of a moderately prosperous society in all respects,but also a requirement for the healthy and sustainable development of Healthcare Security with Chinese Characteristics.Based on the analysis framework of"Idea-System-Technology-Service'in the optimization of healthcare security reform.This paper puts forward a new idea of China's medical security reform in the"post-well-off era'from four aspects:idea-goodness,system innovation,technology empowerment and service quality improvement.Specifically speaking,it is to improve the people-centered concept of a healthcare security community based on collaboration and broad participation with the goal to bring benefits to all;innovate system supply according to local conditions and the reasonable position;enhance the healthcare security governance capacity of the whole process,the whole space and the whole people;and provide higher quality healthcare security services.Promoting the highquality development of the Healthcare Security System with Chinese Characteristics in The New era.
