摘　　要：政府投资项目初步设计阶段的质量控制在项目整体质量控制中发挥着关键的作用。在厘清政府投资项目的基本概念基础上,介绍政府投资项目初步设计审批对象、权限及流程。然后阐述政府投资项目初步设计审批的审查重点,并从初步设计阶段各参与方的角度出发,深入剖析项目建设单位、设计咨询单位、政府审批部门等各参与方普遍存在的问题及原因。最后提出关于提升政府投资项目初步设计管理和概算控制水平的几点建议。The quality control in the preliminary design stage of government-invested projects plays an important role in the overall quality control of the project.On the basis of clarifying the basic concepts of governmentinvested projects,introduces the object,authority and process of preliminary design approval of governmentinvested projects.Then,expoundes the key points of preliminary design examination and approval of government investment projects,and froms all the angles of the preliminary design stage’s participants to make a deep analysis on the generally existing problems and reasons,such as project construction units,design units and approval departments.Finally,puts forward some suggestions on improving the level of preliminary design management and budget estimate control of government investment projects.
