基于土地开发利用效率的招拍挂管理制度研究

摘　　要：首先对我国招拍挂土地制度与开发利用相关研究进行综述并找出其不足;其次分析招拍挂用地开发利用效率指标体系及其影响因素,并运用层次分析法(AHP)进行土地开发利用效率指标定量评价;然后以部分典型城市招拍挂土地开发利用调查为基础,提炼总结出招拍挂用地开发利用中具有共性的若干现象与问题。最后针对上述问题,提出基于土地开发利用效率的招拍挂管理若干改进策略。Firstly,summarizes the related research on the land system of bidding,auction and listing and finds out its shortcomings.Secondly,analyzes the index system of land development and utilization efficiency of bidding,auction and listing and its influencing factors,and makes quantitative evaluation of land development and utilization efficiency index by using AHP.Then,based on the investigation of land development and utilization of bidding,auction and listing in some typical cities,refines and summarizes the land development and utilization efficiency index system of bidding,auction and listing.Finally,focusing on the above problems puts forward some improvement strategies based on land development and utilization efficiency.
