摘　　要：水资源是国土空间规划中需要重点谋划的自然资源要素,把水资源作为最大刚性约束已成为新形势下强化自然资源治理、促进经济社会高质量发展、满足人民群众高品质生活的必然要求。目前,江苏省水资源禀赋条件并不乐观,在水资源开发利用、配置、保护和管理机制等方面与国土空间规划体系新要求仍存在一定差距。文章在分析国土空间规划中强化水资源刚性约束重要意义的基础上,结合江苏省水资源禀赋条件、开发利用现状及存在问题,从水资源调查监测与确权登记体系、水资源评价体系、分区管控体系、产业政策体系、高效利用技术体系、考核评估体系、督察执法体系以及管理政策法规体系等方面构建“八大体系”,强化国土空间规划中水资源刚性约束机制,为推动国土空间规划编制与实施、强化水资源管理与保护提供参考。Water resources are the key elements of natural resources in territorial space planning.Taking water resources as the most rigid constraint has become the inevitable requirement to strengthen natural resources management,promote high-quality economic and social development,and satisfy the people's high-quality life under the new situation.At present,the endowment conditions of water resources in Jiangsu Province are not optimistic,and there is still a certain gap between the mechanism of water resources development and utilization,allocation,protection and management,and the new requirements of the territorial space planning system.To provide references for promoting the compilation and implementation of territorial space planning and strengthening the management and protection of water resources,based on the analysis of the significance of strengthening the rigid constraint of water resources in territorial space planning,according to the water resources endowment conditions,current situation of development and utilization and existing problems in Jiangsu Province,the paper constructs"eight principal systems"from the aspects of water resources investigation,monitoring and registration system of right confirmation,water resources evaluation system,zoning management and control system,industrial policy system,efficient utilization technology system,assessment and evaluation system,supervision and law enforcement system,and management policies and regulations system to strengthen the rigid constraint mechanism of water resources in territorial spatial planning.
