绿色矿业发展示范区建设的关键问题研究

摘　　要：创建绿色矿业发展示范区对推进区域矿业绿色发展具有重要意义。文章基于河北省承德市、浙江省湖州市等7个绿色矿业发展示范区建设模式和经验,系统剖析示范区创建主体、创建目标、建设任务和规范管理等四个关键问题,提出以市县级人民政府为示范区建设主体,打造“四区”引领带动全国矿业转型升级和绿色发展的总体思路;明确优化勘查开发布局、促进矿业产业结构调整、探索矿地和谐发展新途径等八项示范区建设任务;建议按照申请创建、审核备案、评估确定、评审公告、示范推广、督导管理等绿色矿业发展示范区评估管理的六个环节进行督导。The construction of green mining development demonstration zones is of great significance to promote the green development of regional mining industry.Based on the construction model and experience of 7 green mining development demonstration zones in Chengde City,Hebei Province and Huzhou City,Zhejiang Province,this article systematically analyzes four key issues of the demonstration zones including construction subject,construction goals,construction tasks and standardized management,following these,it proposes the People's Government at city-county level is the main body of the demonstration zone construction,creating"four areas(model area,exhibition area,demonstration area and first area)"to lead the overall idea of driving the transformation and upgrading of the national mining industry and green development;also,eight construction tasks of the demonstration zone are clarified,including clearly optimizing the layout of exploration and development,promoting the adjustment of the mining industry structure,and exploring new ways for the harmonious development of mining areas;it is recommended to conduct supervision in accordance with the six links of evaluation and management of the green mining development demonstration zone,including application construction,review and filing,evaluation determination,review announcement,demonstration promotion,and supervision management.
