海上搜寻救援民用航空器法律法规体系综述性研究

摘　　要：为了促进和完善搜寻救援民用航空器法律法规体系建设,笔者通过梳理国内外海上搜寻救援民用航空器法律规章体系,理清责任主体、法定程序以及搜救机制,并针对不足之处提出合理化建议。In order to promote and improve the construction of the search and rescue civil aircraft legal system,the paper sorts out domestic and foreign laws and regulations about maritime search and rescue civil aircraft,clarifies the responsible party,legal procedures and search and rescue mechanism,and puts forward rationalization proposals for the inadequacies.
