基于智库发展模式的地方文史工作创新路径研究——论新型文史智库建设和地方学发展问题

摘　　要：进入二十一世纪以来,江苏省淮安市在全国首创基于地方文史智库发展模式的基层文史工作创新路径。基于淮安市的以往经验做法,为进一步推动全国各地的地方文史及相关的档案、党史、地方志等领域的工作,本文提出:一是围绕地方改革创新和高质量发展大局,推动地方政协文化文史机构、档案部门、地方志部门、党史部门等转型成为地方党委政府的文史智库;二是围绕创建地方学派的长远文史工作目标全力推进地方学的学科建设,打造以淮安学、泉州学、开封学为代表的地方学集群;三是努力培养一批在国际国内有影响的高层次地方文史专家,为破解当前历史研究中的碎片化、虚幻化问题作出实质性贡献;四是基于塑造地方文史研究品牌的目标定位,高水平打造文史新媒体集群,推动文史成果进入基层一线。Huai’an City of Jiangsu Province pioneered an innovative path for grassroots cultural and historical work based on the development model of local cultural and historical think tanks during the past 20 years.Based on the previous experience of Huai’an,the author puts forward the following views:the first is to make the strategic plan of local historical and cultural research around regional economic and social development;the second is to build the local studies cluster represented by Huai’an,Quanzhou and Kaifeng studies;the third is to strive to cultivate a group of high-level local cultural and historical experts;the fourth is to build a local culture and history research brand based on new media clusters at a higher level.
