摘 要:突发新冠肺炎疫情是对医院护理人力应急管理体系和护理管理人员能力的一次大考验。本文提出护理人力应急管理体系顺畅运行应遵循的护理人力顶层设计原则、护理人力分梯队使用原则、护理人力防控技能培训原则、护理人力成本控制原则和护理人力正向激励原则。针对性地提出在突发疫情应对的关键时期应着重补齐的护理人力应急管理体系的短板和相应的对策建议,保证护理人员快速、精准、科学配置,构建护理人员突发公共卫生事件救护核心能力标准评价体系和绩效激励机制,为建立一套完善有效的综合医院护理人力应急管理体系提供参考依据。The outbreak of COVID-19 has been a major test of the emergency nurse staffing management system in hospitals and the ability of nursing administrators.This paper puts forward principles for the top-level design of a nurse staffing management system,principles for use of a staffing hierarchy,principles for training in infection control skills,principles for controlling staffing costs,and principles for incentives to facilitate the operation of an emergency nurse staffing management system.Shortcomings in an emergency nurse staffing management system should be pointedly identified and corresponding countermeasures should be suggested during the critical period of an emergency response.The rapid,accurate,and scientific allocation of nursing staff should be ensured.A standardized system to assess the core competencies of nurses responding to a public health emergency and performance incentive mechanisms should be created.These steps will provide a reference for the creation of a complete and effective emergency nurse staffing management system in general hospitals.
