公安院校在海外利益保护中的价值研究——以智利、阿根廷为样本的分析

摘　　要：近年来,我国在智利、阿根廷的基建项目、投资并购陆续落地,华人华侨在两国的经济活动也持续增加,然而两国社会治安不靖对我国的海外利益带来重大风险。公安机关肩负维护国家安全、保障人民生命财产安全的重要使命,通过密织国际执法合作网络、派驻警务联络官等手段,对侵害我国海外利益犯罪活动形成有效震慑;公安院校作为公安机关的重要智库和对外交流窗口,应主动强化服务公安中心工作的责任担当,通过自身的资源和平台充分参与到海外利益保护工作中,发挥应有的价值和作用。In recent years,various Chinese infrastructure projects and investment have been implemented in Chile and Argentina and economic activities of Chinese nationals and ethnic Chinese in those two countries increased dramatically.Notwithstanding the achievements,the unfavorable public order of the two countries have imposed significant risks to Chinese overseas interests.Through means such as establishing international law-enforcement cooperation networks,sending liaison officers and else,Chinese Public Security Agencies have effectively deterred the criminal activities against Chinese overseas interests and lived up to its obligations of protecting state security,property and lives of Chinese people.Police academies in China,as the primary think-tank,integral platform for international cooperation and exchange,shall strengthen its responsibility of serving major concerns of police work and devote more of its resources into protecting Chinese oversea interests to illustrate its indispensable value.
