摘　　要：国有林区中充斥着资源,如果可以在经营和管理上保持高水准,就一定能产生高额效益,尤其是在生态上。就现状而言,即便有了一定的进展,但仍然处在较低的水准,这说明还有很多地方没有做到位,也意味着日后有较大的空间去做出努力。当下的体制是相对老旧的,显然无法继续支持经营与管理工作的进行,所以改革已经不能在拖延,而且要从宏观上做出改变,从而适应当下。而改革则要从现状出发,做到有理有据,确保新的体制可以被用到实处。The state-owned forest area is full of resources,if the management and management can maintain a high level,it will certainly produce high benefits,especially in the ecological.As far as the current situation is concerned,even though some progress has been made,it is still at a relatively low level,which indicates that there are still many areas to be achieved,and it also means that there is more room to make efforts in the future.The current system is relatively old,and obviously cannot continue to support the operation and management work,so the reform can no longer be delayed,and the macro changes should be made to adapt to the current situation.Reform should be based on the status quo,and be justified to ensure that the new system can be applied.
