建筑师与造价师全过程咨询能力培养初探

摘　　要：《国务院办公厅关于促进建筑业持续健康发展的意见》和国家发改委、住建部《关于推进全过程工程咨询服务发展的指导意见》都积极鼓励开展全过程工程咨询服务,提出在民用建筑项目中,充分发挥建筑师的主导作用,推行建筑师负责制。然而,全过程工程咨询和建筑师负责制进展并不理想。因此,应从高校建筑学专业与工程造价专业咨询能力培养的角度进行原因分析。The General Office of the State Council's Guideline on Promoting the Sustainable and Healthy Development of the Construction Industry and The Guidance on Advancing the Development of the Project Life-cycle Consulting Services,a joint initiative of the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development both actively encourage the development of the project life-cycle consulting services.They all propose to give full play to the leading role of architects and implement the architect responsibility system in civil construction projects.However,the progress of the project life-cycle consulting proposal and the architect responsibility system is not ideal.The reasons should be analyzed from the perspective of the training of the students'consulting capability in architecture majors and engineering cost majors in colleges and universities.
